Abstract
Administrative capacity building and its time horizons – infrastructures between planning and crisis
The time period that the administration uses as a guide when creating capacities is crucial: for example, it can simply check infrastructures such as schools or hospitals for under- or overcapacity in regular planning cycles, or it can operate with a transformation horizon that includes not only the quantity of resources but also their qualitative development, e. g. through the gradual switch from fossil fuels to renewable energies. These planning horizons stand in contrast to short-term action in times of crises. This article examines which time periods planning law provides for which types of infrastructure and how this affects the crisis resilience of infrastructures in view of the unpredictability of modern challenges.
